winter tyres in D for non-residents ?

Hi,
Anybody from Germany (or any police guy if there's someone in the room) can answer me if it's a must to have winter tyres on a foreign car now for example that is not snowing yet in the major AB and landstrasse of Germany ?
How much is the fine? I supose no points can be retracted from your driving license if you are not a citizen.
I want to visit my girlfriend who's studing in Holland and drive though out Germany from Switzerland to NL by the A5 and A3. I think it's not much cold yet and all the roads are clean.

i recomend to drive with winter tyres...today it snowing here....
now you can get penalty without winter tyres...

It doubles to 80,- € if you disturb the flowing traffic.
And i´m not sure if you as a foreigner get points for that (but i think so) - but if you get points that should be no problem - you get only 1 point for driving no-winter-tires in winter-conditions and you´re not allowed to drive in germany when you got more than 18 points.

As a long time non resident I can say that you SHOULD get the winter tires. Different parts of Germany h different weather and it can change fast.
for instance it was a sunny but cold day in Hanau and I went on my way to Siegen via a45. Giessen was in the middle of a snow storm and Siegen was dry and sunny as well.
Most of the times the German police will check if your car seems a bit overtuned. But of course.. the one time you do it will be the one time that they pull you over.
Get the winter tires...
sit your 5 dollar azz down before I have to make change!!
